Low Cost Housing is an East Lothian Council scheme designed to help customers who may not be able to buy a suitable home on the open market. These apartments are available at a fixed, discounted price, making home ownership more accessible for eligible buyers.

- Low Cost Housing is available to eligible purchasers who can demonstrate they are unable to purchase a suitable property on the open market without assistance. All applications are subject to eligibility and affordability checks, including independent assessment and approval by East Lothian Council.
Applicants must be able to secure a mortgage, provide all required financial evidence, and demonstrate a local connection to East Lothian. Priority is typically given to first-time buyers; however, second-time buyers with a demonstrated housing need may also be considered.
Properties are sold at a fixed discounted price in line with local authority policy. The property must be the purchaser’s sole and permanent residence and cannot be let or sub-let. If currently owning a property, applicants must sell their interest prior to or at the point of purchase.
On resale, East Lothian Council must be notified and retains rights in line with the original discount applied. Sale values and timescales will be subject to valuation, local authority processes and market conditions.
Purchasers are responsible for all costs associated with buying the property, including mortgage, legal, survey and registration fees. Ongoing costs such as maintenance, insurance, and any applicable factoring charges also apply.
Applications are assessed on a first come, first served basis within priority groups, subject to eligibility. False or misleading information may result in the application being declined.
