    Location


    The subject land forms part of Darlington Community Fire Station site which is developed between the A167 St Cuthbert’s Way and Park Place in the centre of Darlington, in County Durham and the North East of England.

    Darlington is a large market town with a population of 92,363 (2011 Census) and with a larger borough population of 105,564 (2011 Census) located in the south of County Durham, close to the River Tees, which acts as the border between County Durham and Yorkshire and both the River Tees and River Skerne pass through the town, the latter running adjacent to the A167 St Cuthbert’s Way and just 25 metres from the subject site. The town is well located approximately two miles from Junctions 57-59 of the A1(M) being around 37 miles south of Newcastle-upon-Tyne, 24 miles south of Durham and 9 miles northeast of Scotch Corner and the junction with the A66. Darlington is on the east coast main railway line with direct routes and journey times of 26 minutes to Newcastle city centre, 1 hour 55 minutes to Edinburgh Waverley, 21 minutes to York and 2 hours, 20 minutes to London Kings Cross. Durham Tees Valley Airport is 8 miles to the east and Newcastle International Airport is 43 miles to the north.

    The land is accessed from Park Place which connects with the B6280,100 metres to the north which in turn connects with the A167, St Cuthbert’s Way, a further 100 metres to the west. The A167 provides the main route up the east side of the town centre and continues north where it becomes Durham Road eventually meeting up with Junction 59 of the A1(M).

    Alternatively, the A167 connects with the A68 to the northwest of the centre which travels directly up to Junction 58 of the A1(M). The A167 travels in a south direction from the town centre meeting up with the A66, around one mile away which travels around the south and southwest outskirts of Darlington up to Lingfield Point or in a westerly direction to Junction 57 of the A1(M).

    The site extends down the east boundary and rear of Darlington Community Fire Station site. Immediately west is the car parking and yard area for the fire station with the main buildings developed on St Cuthbert’s Way and beyond on the opposite side of the A167 runs the River Skerne and further on is Darlington Borough Council Town Hall, a Vue Cinema, a range of leisure venues and the main town centre and retail facilities are to the northwest.
    Description


    The site forms a relatively level and rectangular shaped strip of land comprising a strip of earth/gravelled hardstanding and grassed areas as well as a strip of tarmacadam car parking, bounded by steel fencing to the east which secures the fire station site. Any future use is likely to take an independent access from Park Place.

    The land extends to an approximate site area of 0.44 acres (0.18 Hectares).
    Development potential


    Previous and preliminary planning consultations suggest that the site could be suitable for residential development for 13 terraced-style dwellings with front forecourt/gardens to the east facing on to Park Place and enclosed gardens to the rear.

    Due to the flood zone status, it is likely that the site will need to be raised or the properties incorporate garages at ground floor with two floors of living space above.

    Alternatively, the land may be suitable for alternative commercial or car parking use, subject to the required planning permission consents.

    Darlington is a well-established commercial centre with a strong and diverse employment base. Major employers include Amazon, which operates a large distribution facility at Lingfield Point, together with the Student Loans Company, Darlington Building Society, Northgate Vehicle Hire, EE, Cummins and Endolys. These employers, alongside a number of established business parks, contribute to a resilient local economy and sustained demand for employment and development land.

    The town is regarded as an important and increasingly diverse northern centre which is benefitting from significant regeneration investment from a number of initiatives including the upgrade of the train station and the relocation of several Government departments from London. Building of a new Civil Service office space commenced in January this year which is seeing Kier Group construct a ‘Government Hub’ on Brunswick Street, a short distance to the north of the subject site. The five-storey office development will accommodate more than 1,600 employees once completed and is set to open in early 2028 bringing together seven departments including hm Treasury, The Department for Education, The Ministry of Housing and The Department for Business and Trade.

    The centre has undergone various improvements over the last 15 years, much of which is now pedestrianised and new developments have included a Vue Cinema, a Premier Inn Hotel, various leisure venues and the Central Park mixed-use development which is to the northeast of the centre and just 500 metres to the northeast of the subject site, providing a university campus for Teesside University for their Professional and Executive Development, business space, a manufacturing and healthcare centre as well as 367 homes.
